Update copyright notice #54

Change copyright so there is a range of years, from initial release to
current release.  Something like

Copyright <init>-@CURRENTYEAR@ <authors>

Then the Makefile can fill in @CURRENTYEAR@ as it does with other magical @
tokens.

This is done. Now I'll commit the new scripts and then try to make dist and see 
that
it works...

I'm going to mark this finished because 1) it's been implemented in all the 
scripts
though not tested because it can't really be tested until we do a release and 
2) I'm
confident that it will work beautifully when we do package the next release. :-)
