How do I open this program? Is there an exe file?

It's an executable Java application (.jar). The package with all dependencies is at https://huguesjohnson.com/hapsby.html - depending on your OS you may be able to double-click the .jar and run it. Otherwise it's java -jar HapsbyFX.jar from the command-line.
