IANA Allocation of port 853 for DoQ #124

The current draft text mixes the use of TBD and port 853 as the allocated port for DoQ. We should resolve this in the text.

Also, I remember that RFC7858 (DoT) requested early assignment of port 853 for DoT - should we do the same for DoQ?

Isn't the situation is different from DoT in the sense that we know the port number in advance? I don't recall how it was back then, but in this situation I don't think implementors need to hesitate because of missing IANA registration.

I think its acceptable for early assignment - the document is far enough along at this stage.
