tweak text for STOP_SENDING
I think this addresses the last outstanding comments from the most recent review on 6th December from @martinduke i.e. items 2 and 6 in (https://github.com/huitema/dnsoquic/issues/131).
Note there is a related but separate PR on the way updating the text for the early port allocation (to use Service name:domain-s and updated description)
