Remove language about ADD working group #92

This might be true, but it won't be useful to a reader of this document in the future. Rather than cite some of the work that is going on in ADD, it is easier to excise this text.

@martinthomson this was added in response to https://github.com/huitema/dnsoquic/issues/42. I don't think everyone in DPRIVE keeps up with ADD so I think some text to this effect is useful as a general pointer now and to a reader of the RFC in future. Do you want to suggest updated text? Should we just say Several mechanisms for stubs to discover recursives offering encrypted transports, including the use of custom ports, are the subject of ongoing work.

That would be more acceptable. References to specific working groups never really hold up over time, but it's OK to say that you don't know (yet).
