Development refactoring #5

Some developer experience optimizations:

  1. Moved some scripts into Makefiles
  2. Moved the downloading of the model into Makefile instead of Dockerfile to speedup the image build
  3. Added Flask-CORS to support development of WebApp and NodeJS outside the docker container - running on different ports.
  4. amended some options to be able to disable them during development - for example scheduling computing sections
