option for verbosity #22

Currently the surroundings info is always played. It should be a setting

@dsato80 would you please fix this? @loopRW need this function for blind user testing this weekend but I don't have time to do this.

As I commented in pull request #25, adding vebvosity option in iOS Settings > NavCog is simple and easy solution and also consistent with current NavCog options. Do you have any concern for adding this in iOS setting menu?
