Updates: German translation and a bug fix for case-insensitive databases #3

These changes add the German "formal" and "informal" translations. They also address an issue with the keys "URL" and "url", which cause the moodle built-in language pack administration to fail if the database is case-insensitive.

Hi Antonio, of course - I am new to Git (my first commit was yesterday), so some mistakes in the "pulling" are unintentional. Thank you for the fast response! Guido
