'rules' on windows do not have the full set of inputs as a dependency #15

Currently the proper AdditionalDependencies are not being generated for 
'rule' in the windows generators. actions and copies seem to be alright.

Added 'inputs' to additional dependencies in the rule.
This seems to be sufficient.
