Add 'Status' field to Campaigns and Deliverables #33

It should be clear what the status of a Campaign or Deliverable is. Each proposal is turned into a document, but at that time the status is still 'Ideation', i.e. there is no active campaign planing going on.

Initially statuses to have are related to stages in the the workflow process:

Ideation
Preparing
Launched
Finished

Following activities must be completed:

[x] Update information model documentation
[x] Update issue templates
[x] Update proposal issues
[x] Update README
