Figure out the interaction between the selection and the palette #148

Will the palette always show only local data? If so, does creating the selection (give an option to) copy it to the local project?

If not, the palette needs to also query remote endpoints for its content, as well as requires intermediate tools for dynamically managing what is shown there, as the selection as a whole may be prohibitively large. This is certainly possible, but may be somewhat slow.

I think, particularly with the new idea of select as enrich/import, that the palette will be confined to just local data.
