Add (optional) timeout option

Occasionally, jobs may get stuck. Having a high limit of something like 30 mins (configurable) would help catch these.

• [ ] Add timeout setting via wp-config constant
• [ ] Check worker timing during loop
• [ ] Kill worker if over time limit and mark job as failed
• [ ] Log worker failure reason
