Add ability to specify per-variant weighting in experiments #192

As a marketer performing testing, I want to weight certain variants (like my control) more highly so that my tests are only displayed some of the time.

Acceptance criteria:

[x] Experiments can have a weighting assigned to individual variants (total summing to 100%)
