Add placeholder data bars for days with no data #471

This is for the spark charts on the content explorer.

Sample data bars are greyed out
Have a random value that is always lower than the min count for the visible time range
Only the left hand tail of data is greyed out and randomised, after a day with views is encountered all bars are blue / valid
