Create a better base theme #72

The base theme is in very bad shape. The functions file has fallbacks for WP <3.4. It also mentions task runners that are not configured (#61). The header has references to IE7. It appears the theme hasn't been updated in around five years.

I suggest we create a selection of starter themes based on the type of themes we produce.
