Include chassis-openssl #1

This meta package should include roborourke/chassis-openssl by default so allow local installations to use HTTPS.

I don't think there's a reason to not include the openssl module even if the developer doesn't want to use HTTPS locally, but that will need verifying.

This is now included as standard along with the composer chassis secure command to install the certificate.
