We incidentally got a code review from the esteemed @peterwilsoncc in another repo so I decided to take the feedback and apply it here.

Address code review feedback that was applicable from @peterwilsoncc
Address PHPCS issues so that we can move forward with
Address a lot of issues with the test suite
Add composer and phpcs ruleset

@peterwilsoncc if you have some time, I'd love another review on this since you've recently gone through the codebase. There's only about 200 lines of actual code changes here, most of this is config files and the composer lock file.
