[WIP] Migrate to Hardhat

This pull request was created to migrate a het-escrow repository from Ganache to Hardhat. Tests were rewritten and config files changed.

• [x] Job launcher server should use the compiled contract interfaces from the parent repository.
• [x] Job launcher server should use hardhat along with ganache.
• [x] Job launcher server should have an eslint implementation.
• [ ] Job launcher client should have an eslint implementation.
