Errornotifications must be on page where the error can be solved #22

Currently when an error occurs while creating a case in the case overview page, its not possible to create the case even though the error is setting dependant and its posibble to edit the setting from the case maintenance page, The error should never prevent you to go to the page where you can solve the error / setting. Move the error handling from the overview page to the settings/maintenance page.

Reproductie van de melding krijg ik niet voor elkaar. Daarom van de milestone af gehaald.
