pluginOptions' => ['exclude' => [ 'upload'] ] doesn't desactivate copy/paste images in the editor #142

In a custom module I would like users not adding images in a Richtextfield I can remove the 'upload' button from the menu, but you can still add images by way of a simple copy/paste. Please, could you add an option so that adding image or file is not possible by any way?

I just see that in native HH many Richtext fields (example: approval, decline,) dont have the 'image' button, but you can still copy/paste an image or a file. Not really a bug, but can be confusing.
