2-stage ecocode-filter is not great, make it great #289

Problems are:

  1. It's not clear enough how it works. We need to somehow communicate better to the user that this is a 2-stage filter and make them understand where they currently are in the navigation and what has or hasn't been selected. For example, the title of the filter updates to the selected ecocode system, but this is not obvious, most users will probably fail to notice this.
