Import causes lots of error related to Eco Code data #30

Latest import caused a massive amount of eco code related errors. The problem is caused by eco code system 4 in SEAD (Bugs) which was inserted prior to bugs import. This system causes conflict with incoming Bugs data.

Excluding humlab-sead/20180222_DML_ECOCODE_ADD_SYSTEM_4 next import
