CR that adds bugs import translation is commented out #51

CR 20190503_DDL_BUGS_ADD_TRANSLATIONS that adds bugs translation data into tables bugs_import.bugs_type_translations` andbugs_import.id_based_translations` . The same data is added in the first ever bugs import. This should kind of data should never be included in a submission (in case of re-run) i.e. remove data from submission's commit CR.
