You are wrong, at least in the case of Android version 9, I'm pretty sure it has no particular problems with this launcher. Because I use exactly the same launcher version 1.9.9 on my phone and it works without any problems, so most likely your problem may have another reason, for example: there is an incompatibility in this version of Launcher with kind of Brand or model of your mobile phone manufacturer. good luck.
