Create Composer Configuration #1

The PHP Composer configuration needs to be created. Since this code will serve as a library plugin to Cronus Tasks, it should be built in the style of a Composer library. It also must pull in the traderinteractive/cronus library to gain access to the interfaces required by Cronus Tasks.
