Add script for environment/network connection automation. #4

Problem: At present, it's a bit difficult to get Joule's IP address when network changed, we have to connect keyboard and display to device then open the terminal... Is it possible to set a persistent IP address at system startup moment? e.g. Built a hotspot on target device (Joule) and assign it with a static IP address, every device (PC, mobile...) could connect the hotspot and access the page at http://Device_IP:8000/index.html

I use a HuaWei mobile WiFi, you can assign a static IP based on the device's mac address in the administration web, thus the Joule always has the same IP address when it is connecting to the WLAN.

I also tried to create a WiFi Hotspot on ubuntu 16.04, I am not sure if this can meet your requirement. But the mobile WiFi can be satisfied absolutely.

Thank you! I prefer option 2 as it doesn't need to connect extra device. Let me try on real demo.
