auto config issue #491

What steps will reproduce the problem?
1.when I start Google Chrome
2.
3.

What is the expected output?

These are two links to the image, that shows the problem that I have.

This is slowing down my Internet connection, I delete it and un-tick the box 
but it comes straight back

Please help me get rid of it
What do you see instead?

Operating system:
All | Windows | Mac | Linux
Windows 7 Ultimate 64 bit

Error Log:
copy it from "chrome-
extension://caehdcpeofiiigpdhbabniblemipncjj/console.html"
