Request to be able to create a new entity when creating references from a document

When a user creates relationships from one entity to another entity, they have the option to create a new entity directly on the relationships hub.

Following this logic, a user should be able to create an entity when they are creating references from a section of the text in their document to another entity in the database. At present, there is no 'create new entity' button when one creates references.

Usecase: As an admin user, when I create references from my human rights report, I want to be able to connect the recommendations text to create a new entity to hold metadata on the same recommendation while I create the relationship.

I believe this depends on #3017 . If we don't improve on the search first, people will start duplicating entities thinking they are not already there when they are, they simply didn't show up on the search results because you haven't typed the "full name" on the searchbar.
