[IX] Make table header and footer sticky while scrolling #6807

The tables with suggestion can be quite long (showing up to 100 entries in each page) so the user has to scroll all the way down to get to the pagination element and scroll all the way up to get to the Stats&Filter button. A sticky header and footer would enable a much faster interaction.

Only the body of the table should be scrollable.
