'Allow captcha bypass' option is not working #6828

Describe the bug If you try to enable 'Allow captcha bypass' by clicking the Activate button, the option does not work, the value does not change.

To Reproduce Steps to reproduce the behavior:

  1. Go to the Collection setting screen ( /settings/collection ).
  2. Click on 'Activate' button on 'Allow captcha bypass'.
  3. See error: the button value does not change.

Expected behavior Being able to turn on the 'Allow captcha bypass' option.

Maybe this is affecting other values in the Collection settings? This needs full tests that other features like Public Instance, Global JS, etc. are working as expected.

There are other reports of Settings -> Collection not working as expected, like #6837
