https://forestry.io/blog/creating-a-multilingual-blog-with-jekyll/ looks like a better route to me. The locale plugin stores strings in yaml which I'm not sure would work for blocks of content. The blog post also has a translation string yaml file for html files, but pages can be fully translated in a directory structure.
