Disabling `allow break blocks` also removes the permission to place blocks #152

Disabling the option in the global constraints which allows breaking blocks will also disallow to place blocks. Says I have no permission while trying to place blocks in the tooltip.

No chat message is shown.

This is with the latest 3.0.0 beta 2 version.
