Add initial files for the Gen3 Lite, largely copied from the full-size Gen3 + dingo_manipulation

We could probably merge it now. I was holding off until Stephen had a chance to test it on the robot he's setting up in case there were last-minute fixes needed. But we can merge now and fix after too if that makes your life easier.
