RP-268 Backported indigo-devel sensors to hydro #11

This PR adds the ability to use gps, imu, and lidar with the husky gazebo simulation.

These changes look redundant with husky_description, but the meshes and urdf added are only in the indigo-devel branch.

Looks reasonable. You're confident this will break nothing for Hydro users?

Removed the build dependency, and added run dependencies to the package.xml. I don't see how this could break anything other than the couple extra packages needed.
