Initiates phone ringer Droid Razr MAXX #433

Please answer the questions about build version and network, will save
developers a lot of time !

What steps will reproduce the problem?
1. Initiate sending chrome page to phone
2.

What is the expected output? What do you see instead?
Expected output is a silent notification.  Instead, phone ringer is initiated 
with no ability to stop without powering off phone

What version of the android, in Settings -> About phone -> Build number (  
6.5.1-167_DHD-14_M2-5
ex. FRFxx ) ? If less than FRF50 - see the FAQ.

Is the phone using WiFi or mobile network when problem occurs ? If Wifi,
are you behind a firewall that blocks outgoing connections ?
no

Can you open "Gmail" application ? Do you see new messages without hitting
'refresh' ?
yes

Can you open "Talk" application ? Do you see incoming chats ?
yes

Please provide any additional information below.

Also see problem on regular Droid Razr.

If Notification ringtone is set to anything other than Silent, then app behaves 
as expected.

If Notification ringtone is set to Silent, then the Phone ringtone is used and 
cannot be stopped without shutting down phone.

yes, I confirmed that as long as Notification ringtone is set to Silent, the 
phone ringtone will ring whenever a link is received. Setting it to anything 
else stop this.

Actually I have a "Silent 1 sec" tone (which is ring tone with a 1 second 
silence, i.e. no sound at all!) and setting Notification to this resolve the 
problem!
