Setting path to descriptor.proto file in preferences breaks the build process on Win 7

What steps will reproduce the problem?
1. Create a valid proto file (use the example)

2. Configure the protoc path and the descriptor.proto path

3. Select Project->Clean and you will get an error

What is the expected output? What do you see instead?
I expect to find my generated files, but instead I get the error.

What version of the product are you using? On what operating system?
using 2.4.1 on Windows 7

Please provide any additional information below.
The problem is fixed when I remove the path to the descriptor.proto.
