talk back feature stuck on #217

I'm on a new Samsung galaxy s 4. 
For some reason after installing the app the talk back feature is permanently 
on even though it's off in the settings. Everyone I load a page it says loading 
started and loading complete. Same for when I check an email in the standard 
email app.
