Scrubbing time indicator visually duplicates when the cursor is not hovering directly over the time bar

Describe the bug During video scrubbing, the time indicator itself may appear to visually duplicate when the user's cursor is not hovering directly over the time bar.

How To Reproduce Steps to reproduce the behavior:

1. Play video in your player
2. Click & hold playhead (progress bar dot) and start scrubbing.
3. While scrubbing (dragging playhead) moving cursor just above or below the time bar, observe time indicator.
4. See the duplicate time indicator

Expected behavior While scrubbing it should show single time indicator
