请问如何建立一个不使用ipsec的L2TP服务器 #360

因为我们使用的客户端不支持L2TP over ipsec。所以有了这个需求…… 在vpn.env里面设置VPN_DISABLE_IPSEC_L2TP=yes可以吗？这样是不是会把整个L2TP协议都禁用掉？
