getResidenceByGeoScope query, cleanup

• takes place_id of some specificity higher than street number (street, city, zip) and gives you the X residences closest to that regions's center point.
• remove limit queries and add limit args to other queries
• hacked together but functional sort residence by avg_rating, avg_rent (hardcode these args for now); will find acceptable workaround; closes #43
