Doesn't filter IRC service messages (even with "Allow all messages on IRC" unchecked) #30

1. In plugin messages settings, set filter regexp matching service messages. 
E.g. a simple one: "(The topic for #)"
2. In plugin protocol-specific settings, uncheck "Allow all messages on IRC"
3. Connect IRC account

Expect not to see messages matching filter regexp, but still see them.
