Implement generateEmailVerifyLink

• Implement generateEmailVerifyLink
• modified verify_email.html to include the verification link generated in CreateUser service
• modified CreateUser service:
  • use's generateEmailVerifyLink to create a user specific verficiation link and send it as part of user email
  • removed email related return errors (b/c we can regen token and resend emails)
• modified insertEmailToken:
  • removed generating email token inside of this function and instead receive a token as string parameter
  • updated unit test to include testing for receiving tokens
• modified updateUserRow:
  • removed returning errors related to emails (b/c we can regen token and resend emails)
  • to check for existing email and prospective_emails in user_svc.accounts table
  • sends verification email to users updating email
  • updated unit test to include testing for existing email and prospective_email when updating email
• modified newEmailRequst:
  • return error if data is nil
  • updated unit test to test for nil data
• implement isEmailTaken that checks for existing emails in user_svc.accounts table under email and prospective_email columns
• unit tested isEmailTaken
• renamed verify_email.html to two files: verify_new_user_email.html and verify_email_update.html
• updated TestUpdateUser to include testing against existing emails
