RT-N16 Bandwidth Management doesn't work

What steps will reproduce the problem?
1. Open the tab "Bandwidth management/Basic config" and Add ip address of one 
of my home PCs (192.168.1.15), the active Transmission port on it (51413), min 
kbps (200) and max kbps (600).
2. Click Apply & Finish. Wait for web connection restored
3. Look at the tab "Status&Log/System Utilization"

What is the expected output? What do you see instead?
I wanted to see the limit of incoming traffic at 600kbps, but instead of it I 
see that my bandwith (1.2 Mbps) has been totally eaten.

What version of the product are you using?
I use Asus RT-N16 router with 1.9.2.7-rtn-r3497 fw.

i've got the same, it controls bandwith only @wi-fi adapter
