Add ability to assess degree of relationship to tsinfer #14

We should be able to estimate a degree of relationship directly from the sample edges in a TS. If we do this for UKB, we could try to recreate their fig 3c as a test case. We should contact Clare Bycroft to see who produced the figure for them.
