The Design Brief document is ready for review by @hannahfrost and @anarchivist. Feel free to make any edits you think useful (though try not to make the document any longer). When each of you have reviewed it, I'll do final formatting and make a PDF. We can link to the PDF from the project wiki page, etc.

Looks good to me, although I raised a few questions. Probably the most pressing one is if we should represent the aggregator development in here.
