Misleading UG statement on empty remarks #6

The UG states that remarks cannot be empty (seen below):

However, in the app, there can indeed be empty remarks:

This may confuse readers, who thought empty remarks were not allowed. Perhaps following the format of the INDEX parameter rules would be good in this case, and it could be

REMARK cannot be empty, instead of

Remarks cannot be empty.
