XInclude is including too much; in some cases, I want to be able to have
just the signatures, not all JavaDoc, etc.

Not certain this covers all aspects of this issue, but I've started using Peter 
Arrenbrecht's JCite (Java Source Code Citation System) to include parts of Java 
files in <programlisting> examples.

JCite lets you target what you want to include quite flexibly. See 
http://arrenbrecht.ch/jcite/java.htm for examples.

For Maven, I added a pom.xml wrapper to let you get JCite from the Central 
Repository. See https://code.google.com/r/markcraig-jcite/ for details.
