Enables fine-grained configuration of data containers

• Allows user to specify conf file base at cluster spin-up time (resolves #14).
• Enables conf file specification of number of threads and number of GB of RAM that each data container should support.

What this enables:

• Future PR adding function containers will make use of the newly available threads and GBs of RAM on the EC2 VMs.
• Eventually, we will also be able to create data containers and function containers with different thread/RAM allocations, but this is dependent on policy stuff.
