web application #79

The web application does not seem to be working. When accessing the link (https://pvw.kitware.com/sandtank/), I receive a 403 Forbidden page error.

Hum, the application has been moved to https://sandtank.hydroframe.org/.

Looking at it, it seems that endpoint is also down. @lecondon
