Collect WRF output as input for WRF-Hydro #8

Use the scripts that Matt Masarik developed to regrid the WRF output (3KM ) to WRF-Hydro NWM scale (1Km).

Matt's scripts are in a repo in Lejo's groups wrf_hydro-r2 @LejoFlores will provide access
